Fue publicada en el \u00abBOE\u00bb n\u00fam. 80 el <strong>3 de abril de 1985<\/strong>, y entr\u00f3 en vigor el <strong>23 de abril de 1985<\/strong>. Su art\u00edculo 1 sit\u00faa a los municipios como entidades b\u00e1sicas de la organizaci\u00f3n territorial del Estado y reconoce la autonom\u00eda provincial e insular.<\/p>\n<p>El texto \u2014en versi\u00f3n consolidada en el BOE\u2014 se estructura en <strong>once t\u00edtulos (I\u2013XI)<\/strong> que abarcan de los <strong>art\u00edculos 1 a 141<\/strong>, seguidos de disposiciones adicionales, transitorias, derogatoria y finales. Este armaz\u00f3n permite abordar, de forma ordenada, desde las disposiciones generales y el r\u00e9gimen del municipio y la provincia, hasta las reglas comunes de organizaci\u00f3n, bienes y servicios locales, personal, haciendas y cooperaci\u00f3n interadministrativa.)<\/p>\n<p>Dos bloques resultan especialmente pr\u00e1cticos para la preparaci\u00f3n de oposiciones: el <strong>T\u00edtulo X<\/strong>, que establece el <strong>r\u00e9gimen organizativo de los municipios de gran poblaci\u00f3n<\/strong> (aplicable por criterios de poblaci\u00f3n y capitalidad), y el <strong>T\u00edtulo XI<\/strong>, que habilita a las entidades locales para <strong>tipificar infracciones y fijar sanciones<\/strong> en determinadas materias, con l\u00edmites m\u00e1ximos \u2014salvo previsi\u00f3n legal distinta\u2014 de <strong>3.000 \u20ac (muy graves)<\/strong>, <strong>1.500 \u20ac (graves)<\/strong> y <strong>750 \u20ac (leves)<\/strong>.<\/p>\n<p><strong>Vigencia y actualizaciones.<\/strong> El BOE mantiene la <strong>ficha de \u201cReferencias posteriores\u201d<\/strong> del texto consolidado, donde constan las modificaciones y efectos (entre otras, las introducidas por la Ley 27\/2013, el RDL 6\/2023, el RDL 7\/2024 y la LO 1\/2025).
